The Executive Chairman of the Katsina State Universal Basic Education Board (SUBEB), Dr. Kabir Magaji Gafiya, has formally declared open a seven-day strategic planning meeting convened ahead of the implementation of the Teaching at the Right Level (TARL) programme in Katsina State.
The initiative is being undertaken through a collaborative partnership between the Katsina State Government and the Universal Basic Education Commission (UBEC).
The planning meeting, which is scheduled to run for seven days, is holding at Ahuta Luxury Hotel, IBB Way, Katsina.
In his goodwill message at the event, Dr. Gafiya expressed deep appreciation to the Universal Basic Education Commission, under the leadership of its Executive Secretary, Hajiya A’isha Garba, for its consistent technical support and policy guidance towards the advancement of basic education in Katsina State.
He emphasized that Katsina State remains one of the frontline states selected for the rollout of the TARL initiative, an evidence-driven instructional reform designed to enhance learning outcomes by aligning teaching methodologies with pupils’ actual levels of comprehension.
The Executive Chairman noted that the TARL programme would significantly address persistent learning gaps in literacy and numeracy at the primary school level, while fostering inclusive, learner-centred teaching practices.
He reaffirmed the commitment of the Katsina State Universal Basic Education Board to ensuring the successful, effective, and sustainable implementation of the programme across the State.
Dr. Gafiya further commended the unwavering commitment and strategic vision of His Excellency, the Executive Governor of Katsina State, Malam Dikko Umar Radda, PhD, CON, for his sustained efforts in strengthening the basic education sector through policy reforms, infrastructural development, and increased investment in human capital development.
The planning meeting recorded the presence of top management officials of the Board, including the Board Secretary, Dr. Isah Idris Zakari, PhD, as well as Directors of various departments of the Katsina State Universal Basic Education Board, whose participation underscored the institutional importance attached to the TARL initiative.
In her presentation, the Regional Coordinator of the TARL Programme, Dr. A’isha Umar Adamu, described TARL as a transformative instructional approach that prioritizes teaching learners based on their demonstrated learning levels rather than conventional grade classifications. She disclosed that the Katsina planning meeting is also hosting delegates from neighbouring states, including Zamfara State, who are attending to gain firsthand insight into the planning and implementation framework of the programme, with a view to replicating the model in their respective states.
