The Government of Kebbi Dtate has been accused of importing polical thugs, foreign mercenaries and clandestine arms trafficking as part of plans to destabilize the state.

The allegations were contained in a petition by Abubakar Malami SAN, CON, the former Attorney General and Minister of Justice and leader of the African Democratic Congress (ADC) in Kebbi State.

The petition was forwarded to the National Security Adviser (NSA), Inspector General of Police (IGP), Director-General of the Department of State Services (DSS), and the Comptroller-Generals of Immigration and Civil Defence Corps, raising alarm over alleged plans to destabilize Kebbi State through the

The petition, dated 10th September 2025, alleged that political actors are working with foreign mercenaries from the Niger Republic and arming them through illegal channels. It further claimed that these individuals are being deployed to attack citizens, silence opposition voices, and undermine peace in the state.

According to Malami, the threats are not speculative but backed by credible intelligence and personal experience. He cited a September 1, 2025 incident in which he and other indigenes of the state were allegedly attacked by armed thugs “operating without fear of law enforcement.”

Malami also accused the Kebbi State Governor, Dr Nasir Idris, and his associates of facilitating these operations, alleging covert links with the terrorist network Lakurawa. The document described the situation as “a national security emergency” that goes beyond local politics and poses a direct threat to Nigeria’s sovereignty and internal stability

He therefore urged the NSA and other security chiefs to take urgent steps by coordinating inter-agency action across security services, securing border communities to prevent the influx of mercenaries and arms, and launching a high-level investigation into the alleged collusion between state officials and terrorist elements.
